PACT’s project team represents an extraordinary combination of national shopping centre experience; the full weight of which was thrown behind PACT’s successful redevelopment of the Bassendean Shopping Centre.

The landmark 52-week project in Perth’s east began in June 2013 and was officially completed by June 2014. Across the 12 months, the
floor space of the centre was expanded from 7,688sqm to approximately 9,845sqm. This expansion included increasing the floor size of the existing Coles Supermarket by approximately 1,000sqm, introducing The Reject Shop, Liquorland and Dome Cafe as well as other new tenancies. Other works encompassed installing a new travelator, adding a children’s playground, undertaking major fire safety improvements and upgrading the existing car parks.

A major challenge that posed continual difficulties was the requirement to complete the redevelopment within a ‘live’ shopping centre environment. The primary consideration in successfully overcoming this obstacle was public safety – work could only take place overnight in operational shopping areas, with the PACT team working duel day and night shifts to address the challenge. Educational sessions were also held with subcontractors to ensure they respected the public nature of the work site, from carefully planning lead placements to avoiding the use of bad language. Local residents surrounding the centre were also considered, diminishing the window of opportunity for loud construction work, e.g., drilling and concrete pours.

Given the relentless nature of retail operations, new tenants were moving in as the centre expanded. As such, the redevelopment project had rolling completion dates. This staged project completion required precision project management to meet continual deadlines and handovers. Given the size and complexity of the job, the PACT team had over 15 handover dates, the majority of which were advertised in the press (given that they related to the launch of new tenancies). Therefore, there was no possibility of delays. The PACT team also had to work in with interstate fit-out contractors flying into Perth, again meaning that handover dates had to be adhered to with no room for delays. Positive feedback from Coles, Jetts, Dome Café and other tenants affirmed that we satisfied all standards and expectations.

The successful completion of the Bassendean Shopping Centre redevelopment can be greatly attributed to the retail construction and shopping centre delivery experience of the PACT team. General Manager Jason Kunkler was previously the Contracts Manager at Westfield Design and Construction in Sydney, NSW. In this role, Jason fulfilled both contract and project management duties at a number of significant retail developments including the Westfield Burwood Shopping Centre Redevelopment ($180m), Westfield Bondi Shopping Centre Redevelopment ($550m) and Westfield Eastgardens Shopping Centre Expansion and Redevelopment ($110m). The 25,000m2 Eastgardens redevelopment in particular saw Jason responsible for all procurement, client management and coordination of the 40-strong project design and construct team.

Adding to PACT’s retail development experience is Project Manager Tony Grinceri, who before overseeing the Bassendean Shopping Centre redevelopment was project manager for the successful delivery of the Wanneroo Central Shopping Centre Expansion and the Ellenbrook Shopping Centre Project. In addition, PACT Construction Manager Steve Ball was formerly a key player in the Wyatt Grove Shopping Centre project. Today, PACT’s team of highly qualified building professionals has been involved in the delivery of over $600 million worth of built form projects and won several Master Builders Association ‘Excellence in Construction’ awards.

From shopping centres to commercial buildings and apartment developments, PACT’s ‘whole of project’ approach sees PACT take full responsibility for design, construction and project management, enabling their team to carry out premier developments from start to finish through one convenient point of contact.
